Can I come to the United Kingdom to work?

The answer may not be straightforward. There are a large number of possible categories under which someone may be allowed to come to the UK for business or employment purposes. Some of these are covered by immigration rules and others are affected by government policies or concessions. Not all of these are widely publicised.

"Work Permits" aren’t the only way for a person to work in the United Kingdom. They are applied for by the employer for a particular job and a specific person.
